UAE Breaks Tradition: Allows Peaceful Protests at COP28

The United Arab Emirates has made a groundbreaking decision, permitting environmental activists to assemble peacefully during this year’s UN climate talks (COP28), despite their strict rules against unauthorized protests.

In a joint statement with the United Nations Framework Convention on Climate Change (UNFCCC), the UAE commits to creating an inclusive and safe space for all participants, recognizing the global nature of the climate emergency.

The statement was released after COP28 president Sultan al-Jaber and UNFCCC chief Simon Stiell signed a bilateral agreement in Abu Dhabi that provides the legal basis for organising and hosting the climate talks.

PEACEFULL PROTEST

In the joint statement, they said, “in line with UNFCCC guidelines and adherence to international human rights norms and principles, there will be space available for climate activists to assemble peacefully and make their voices heard. We are committed to upholding the rights of all participants and to ensuring that everyone’s perspectives are heard and their contributions to the climate challenge are recognized.”

THE SCHEDULE

COP28, scheduled to take place in Dubai from November to December, will witness an unprecedented level of inclusivity and respect for all voices, with a focus on youth, women, local communities, and Indigenous Peoples. This decision comes as part of their comprehensive plan of action, aiming to fast track a just energy transition, address climate finance issues, prioritize people’s well-being, and maintain full inclusivity.

THE PROGRESS AIMED

The COP28 Presidency believes that cooperation and inclusiveness are vital in achieving transformative progress across the climate agenda. The UNFCCC secretariat is equally dedicated to upholding UN values, ensuring climate commitments are implemented, and amplifying the voices of those most impacted by climate change.

“We will work together to make COP28 the most inclusive UN Climate Change Conference to date. To this effect, we have written to all Parties urging increased participation and meaningful engagement of youth, women, local communities, and Indigenous Peoples as members of Party and observer delegations to COP, and in climate decision-making, policy, and action in the lead up to and during COP 28 by providing appropriate quality and modalities of participation,” they stated.

This decision marks a significant shift from previous COPs and sets a precedent for greater engagement and involvement of climate activists. In contrast to Egypt’s tight restrictions during COP27, where protests were severely limited, COP28 aims to become the most inclusive UN Climate Change Conference to date, welcoming diverse perspectives and accelerating collective efforts to keep the 1.5C target within reach.
