The UN International, Impartial and Independent Mechanism (IIIM) has released a damning report exposing systemic torture and abuse in over 100 Syrian Government detention facilities. The findings reveal a grim picture of human rights violations. These include sexual violence, enforced disappearances, and extreme psychological and physical abuse.

Titled The Syrian Government Detention System as a Tool of Violent Repression, the report is based on over 300 witness interviews. It includes medical forensic evidence and Syrian Government documentation.

“Our report lays bare the harrowing reality within the Syrian Government detention system,” said Robert Petit, Head of IIIM. “The evidence reveals the severity of the mental and physical harm that was intentionally inflicted.”

Former detainees described experiences of:

  • Inhumane conditions, including overcrowding, lack of hygiene, insufficient food and water, and denial of medical care.

“This is unimaginable psychological torture,” said Mr. Petit, emphasizing the Syrian Government’s refusal to give information. The intentional withholding and cover-up exacerbate the suffering of victims and their families.

THE ROLE OF IIIM IN JUSTICE EFFORTS

Established in 2016 by the UN General Assembly, IIIM focuses on collecting and preserving evidence for future accountability. While it lacks the mandate to conduct trials, its findings aim to contribute to justice efforts globally.

The latest report includes an interactive map of detention facilities and a redacted version to protect witnesses’ identities. Despite the Syrian Government’s non-cooperation, the IIIM continues outreach to other states holding relevant evidence.

“We are making the Detention Report public to contribute to ongoing justice and accountability efforts,” said Mr. Petit. “This work is vital, not only for addressing past abuses but for ongoing violations.”
